They didn't have herculiner, this stuff is the Rustoleum brand. I am considering using some clear coat over the top of it when it is dry, but I think I am gonna run down to Advanced auto to make sure they don't have that stuff first. Is the UV topcoat a rattle can?

Yes, between 4 and 24 hours...anything over that, you will need to scuff the surface then proceed to apply it.
